Check
21 (The Check Clearing for the 21st Century Act) is
a federal law which will go into effect October 28,
2004. It is a means of streamlining the nation's check
processing system.
Check 21 offers many
benefits for the consumer. Currently,
most checks must be physically transported across
the country. With the new law, check images may now
be sent electronically, allowing for improved efficiencies
and better security. In many cases, consumers will
have quicker, more convenient access to funds and
check transaction information. Also, check fraud can
be discovered more rapidly, reducing the risk of identity
theft. In addition, image-based processing allows
banks to continue processing checks regardless of
extreme weather conditions or transportation constraints,
like those experienced on September 11th, 2001.
